A command can't give custom heads. Players will need to be an Operator and using Creative Mode. Players need to be using the correct version of Minecraft to get the custom heads.

However, operator utilities is a special toggleable tab in Minecraft Java Edition creative mode that allows you to get any special technical block or item directly from the inventory GUI.
