When you can't open, edit, or delete a file in Windows File Explorer, it's either still open in a program running in the background or something didn't close properly.

To do this: Press Windows key + R on your keyboard to open RUN dialog box. At RUN dialog box, type “sysdm.cpl” and press Enter or click OK to open System Properties.
