You can now customize the Search tool through its own dedicated settings page in the Windows 10 May 2019 Update.

Open the search box in Windows 10 or 11 and click the ellipsis icon in the top-right corner. Select Search settings from the drop-down menu. Alternatively, go to Settings > Search.
