According to strings in Android 15, it sounds like Android may force Bluetooth to turn back on a day after you turn it off.

Android 15 will add a new feature that can automatically turn on Bluetooth the next day in case you temporarily disabled it.

Starting with Android 15 Beta 2, Google has made it to where Bluetooth will automatically turn back on a day after you turn it off.
