I have a Mpeg file, but if i burn it onto a cd, my vcd player will not load the cd. How do i get it so the vcdplayer will play the file as a vcd?

Anybody know of a good software to edit MPEG-1 (VCD) video file ? I would like one that I can save back in VCD format. Demo or not , just let me know.
